In StudioLine, you design the appearance of pages, which may be used to print flyers and other print projects, or may be rendered into HTML for use on the web. So, while designing your pages, you are not working in any kind of HTML editor, where you would set individual tags.
The StudioLine page editor doesn't have "style" scheme, where you could associate certain "context" or "relevancy" to various types of text - such as designating levels of "headlines" vs. "body" text vs. "footnotes", etc. Consequently, there is no way for StudioLine to render HTML code with context specific tags (such as h1 )

The "Site Settings" or various "Page" properties don't have any way to designate a language, which could then be rendered as the lang="en-gb" attribute of the html element.
However, you can use the function File | Insert | HTML Object to add custom HTML code to the beginning or end of the head element, such as:
meta http-equiv="Content-Language" content="en"
If you make such an HTML object part of your page template, then it will become part of each page derived from that template.
Alternatively, if you have control over your web server, you could organize different subfolders for each target language, and then use server options to have the server generate the appropriate Content-Language headers for each folder.
